What is the NSW Energy Savings Scheme (ESS)?
The NSW Energy Savings Scheme (ESS) provides financial incentives to install, improve or replace energy savings equipment and appliances in NSW households and businesses. The ESS was established in 2009 under the Electricity Supply Act 1995 (the Act). Financial incentives are in the form of trade-able certificates, called energy savings certificates (ESCs). Generally, householders and businesses who fund energy savings activities transfer the right to create ESCs to Accredited Certificate Providers (ACPs) in return for a discount on the cost of the energy savings activity. The amount of ESC’s that are created is directly dependent on the amount of megawatt hours (MWh) saved in relation to specific building classification and space types.
The ESS is divided into 2 programs called the Home Energy Efficiency Retrofit (HEER) for small businesses and household and commercial lighting which encompasses the entire business world inclusive of buildings, lighting upgrades for roads, public spaces, and traffic signals. For the HEER scheme, small businesses and households may only need to pay a minimum contribution of $33.00 (incl. GST) towards the assessment, supply & installation of the works. Whether a business or household qualifies for a HEER upgrade is dependent on their daily electricity usage which must be under 273kWh, which is verified via sighting a recent electricity bill. The commercial lighting scheme is completely voluntary and is based off the consumers lighting requirements. Consumers will need to contribute a minimum contribution of at least $5 (excl. GST) for each MWh of energy saved towards the cost of the works.
In both cases, consumers will need to sign a Nomination Form that nominates the ACP as the energy saver for the upgrade to create ESC’s from the energy savings created. At the conclusion of the works, consumers will also need sign a Post-Implementation Declaration confirming that they are satisfied with the upgrade.
